The affairs of the Institute are managed by a governing body known as “The Council.”
The Council in any year consists of the following: The President, Two Vice-Presidents, The Honorary Secretary, The Honorary Treasurer, Four members and The Immediate Past President who is an ex-officio member of the Council.
The management and administration of the Institute is vested upon the Council, which exercises all such powers and do all such things as may be exercised or done by the Institute save for those which are expressly directed or required to be exercised or done by the Institute in General Meeting.
The Council is mandated to receive, hold and administer all subscriptions, fees, donation,
bequests or endowments of property of any description which may be made to the Institute.
The Council is also entitled to enquire into, entertain complaints as to, and adjudicate upon the professional conduct of its members.
Below are the current council office bearers.
Mrs Innocencia F Tigere
Innocencia Tigere is a town planning and property development expert with 29 years of experience gained through working in the public and private sector.
She started her career when she joined City of Harare’s Department of Works in 1989 where she rose through the ranks from Technical Assistant to a Principal Town Planner.
Mr Annastance B Ncube
IMMEDIATE PAST PRESIDENT
Mr Anastance Ncube is the Chairman of Landscape Architecture and Urban Design (LAUD) & Lecturer in The Faculty of the Built Environment (FOBE), comprising of Architecture, Quantity Surveying and Landscape Architecture and Urban Design.
He is a holder of MSc Degree Programme in Construction Project Management (MCPM) at NUST (2013) and MSc Degree In Regional & Urban Planning(MRUP) at UZ (2004), BSc Degree In Regional & Urban Planning(UZ;2001), DipEd in Theory & Practice of Education (MSU;1995).
He is a Corporate Member of Zimbabwe Institute of Regional and Urban Planners (MZIRUP).
Mr Peacemaker Duke
Peacemaker is a Team Lead – Contracts Administration- Partner & Real Estate Management Technology Services at Econet Wireless Zimbabwe
He is a Corporate Member of the Institute with 10 years’ experience in Regional and Urban Planning.
Peacemaker is a holder of a Masters Degree in Construction Project Management with NUST and a Bachelor of Science Honours Degree in Rural and Urban Planning from University of Zimbabwe.
He is currently studying for a Diploma in Real Estate with the Real Estate Institute of Zimbabwe.
Ms Sithabisiwe Ncube
Ms Wadzanai A. Vhutuza
Mr Takura R Mabaya
Takura holds a Diploma in Regional and Urban Planning, Bsc Geography and Environmental studies and is currently studying towards a Masters of Urban Design degree. Has post graduate certificates in GIS, Project Management and AutoCard from various institutions.
He has been a hands on practising spatial planner since 2007 to date and has vast experience in Local Authorities planning settings.
He is a Town Planning Technician with a bias towards Environmental Management to achieve Sustainable Development.
Mr Isaac Makwinye

Mr Kudakwashe Daudi
Kudakwashe works for Kadoma City Kadoma as the City Planner/ Assistant Director of works.
He has worked for 11 years in a Local Authority environment and 2 years for the Ministry of Local Government in the Physical Planning Department.
Mr. Daudi is a holder of Msc Urban Design (NUST), Bsc Hons Rural and Urban
Planning and Post Graduate certificate in GIS.
